The Windows Server 2019 Remote Desktop Services Device Client Access License (50 Device CAL) assigns licenses to specific physical devices rather than to individual users, allowing any number of users who share that device to access Remote Desktop Session Host services hosted on the server. This model is highly cost-effective in environments such as call centers, factory floors, hospital wards, retail counters, or shift-based workplaces where multiple employees share a single workstation, kiosk, or terminal over the course of a day.
Each Device CAL is permanently assigned to a single physical device and enables full RDSH sessions, RemoteApp application streaming, and Remote Desktop Web Access from that device. Administrators can manage CAL assignment through the RD Licensing Manager role service on the server. Device CALs are particularly advantageous when a small number of devices serve many users — often resulting in significantly lower licensing costs compared to User CALs. These licenses comply fully with Microsoft's Software Asset Management (SAM) requirements and can be tracked and reported through Volume Licensing Service Center (VLSC). Combining Device and User CALs in a mixed environment is also permissible under Microsoft licensing terms.
